Project: Effectiveness monitoring at Ni-les’tun tidal wetland restoration site and reference sites, Coquille River Estuary of Oregon

Client: Ducks Unlimited and USFWS Oregon Coast National Wildlife Refuge Complex, and , Oregon
Goals: GPC is co-lead (along with Stan van de Wetering of the Confederated Tribes of Siletz Indians) for the multi-disciplinary effectiveness monitoring program at the 400A Ni-les’tun tidal wetland restoration site in the Coquille River Estuary. Monitoring provides accountability for the large restoration investment at this site, supporting restoration design, adaptive management, and evaluation of project effectiveness, and providing guidance for other Pacific Northwest tidal wetland restoration efforts. GPC designed the monitoring program to provide maximum comparability with other major Pacific Northwest estuarine restoration projects such as those at the Nisqually National Wildlife Refuge, South Slough National Estuarine Research Reserve, Salmon River estuary, and the Yaquina River estuary. Monitoring parameters include controlling and structural elements prioritized in national and regional guidance (e.g. NOAA/NCCOS documents): Tidal inundation regimes, salinity, elevations, channel morphology, groundwater, soil physical and chemical characteristics, and plant communities. All parameters are evaluated quantitatively using statistically valid sampling methods. This study analyzes linkages between structural characteristics of study sites and their ecological functions, helping to advance the science of estuarine ecology and the practice of estuarine restoration.

Project: Baseline monitoring at Waite Ranch tidal wetland restoration site and reference sites, Siuslaw River Estuary of Oregon

Goals: GPC is leading the multi-disciplinary effectiveness monitoring program at the 209A Waite Ranch tidal wetland restoration site in the Siuslaw River Estuary of Oregon. Baseline monitoring supports restoration design, adaptive management, and evaluation of project effectiveness, and provides guidance for other Pacific Northwest tidal wetland restoration efforts. GPC designed the monitoring program to provide maximum comparability with other major Pacific Northwest estuarine restoration projects such as those at the Nisqually National Wildlife Refuge, Bandon Marsh NWR, South Slough National Estuarine Research Reserve, Salmon River estuary, and the Yaquina River estuary. Goals: GPC is leading the multi-disciplinary effectiveness monitoring program at the Pixieland and Tamara Quays tidal wetland restoration sites in the Salmon River Estuary of Oregon. Monitoring provides accountability for restoration investments at these sites, supporting restoration design, adaptive management, and evaluation of project effectiveness, and providing guidance for other Pacific Northwest tidal wetland restoration efforts. Project: Development of a tidal wetland reference conditions database and innovative technology for tidal wetland monitoring

Client: Oregon Institute of Marine Biology (OIMB), Charleston, OR

Goals: GPC is technical lead on this project, which tests innovative technology for measuring controlling factors in tidal wetlands of the Oregon coast, and establishes a reference conditions database for these habitats. Technologies include in-situ wireless sensor networks and temperature logger arrays; controlling factors investigated include tidal inundation regime, salinity, and water temperature. The project investigates ecological linkages between these controlling factors and other key structural and biological characteristics such as soils and plant communities, and establishes a web-accessible database of quantitative data on controlling factors for use in tidal wetland restoration design, evaluation of restoration effectiveness, and adaptive management. The project is a joint effort between Green Point Consulting, OIMB, South Slough National Estuarine Research Reserve, Oregon State University, Oregon Biodiversity Information Center, Siuslaw National Forest's Northwest Oregon Ecology Group, and Paul Adamus Resource Assessment.

Project: Tidal wetland prioritization, Tillamook Bay Estuary, Oregon

Client: Tillamook Estuaries Partnership, Garibaldi, OR
Goals: GPC is working with the TEP to identify, assess and prioritize tidal wetlands within the Tillamook Bay Estuary on Oregon's north coast, with the goal of assisting TEP in its strategic planning for tidal wetland conservation and restoration. Using LiDAR elevation data, NOAA tidal datums, and existing wetland mapping, GPC is locating current and former tidal wetlands to the head of tide. Each current or former tidal wetland site will be characterized and alterations evaluated; we will then apply the statewide prioritization protocol developed by GPC in 2007. Site characterization uses air photo interpretation, field reconnaissance, available GIS data, and existing literature. Local information is vital to the effort; information from area resource professionals, landowners, and other knowledgeable stakeholders helps provide accurate interpretation of current site conditions, site history, hydrology, vegetation patterns, and other factors that could affect restoration potential.

Project: Tidal wetland prioritization, Necanicum River Estuary, Oregon

Client: North Coast Land Conservancy, Mapleton, OR
Goals: GPC is working with the North Coast Land Conservancy to identify, assess and prioritize tidal wetlands within the Necanicum River Estuary on Oregon's north coast. GPC is locating current and former tidal wetlands to the head of tide, characterizing these vital resources, and applying the statewide prioritization protocol developed by GPC in 2007. The results help the Conservancy plan for effective protection and restoration of tidal wetlands in the Necanicum. The study uses existing wetland mapping, LiDAR elevation data, air photo interpretation, field reconnaissance, extensive GIS data, and meetings with the Conservancy, resource professionals, and other knowledgeable stakeholders to interpret current site conditions, site history, hydrology, vegetation patterns, and other factors that could affect restoration potential.

Project: Tidal wetland prioritization, Siuslaw River Estuary, Oregon

Client: Siuslaw Watershed Council, Mapleton, OR
Goals: GPC worked with the Siuslaw Watershed Council to assess and prioritize tidal wetlands within the entire estuary of the Siuslaw River on Oregon's central coast. GPC located current and former tidal wetlands to the head of tide, characterized these vital resources, and worked with the Council to develop a protocol for prioritization that reflected the many ecological functions of tidal wetlands and met Council needs for action planning. The study used air photo interpretation, field reconnaissance, extensive GIS data, and meetings with the Councils, landowners, resource professionals, and other knowledgeable stakeholders to interpret current site conditions, site history, hydrology, vegetation patterns, and other factors that could affect restoration potential.

Project: Development and application of monitoring protocols at Pacific Northwest tidal wetland reference sites

Client: USDA Forest Service, Northwest Oregon Ecology Group, Corvallis, OR
Goals: GPC has developed detailed protocols for characterization of controlling factors, structural and functional elements in tidal wetlands of Oregon and is applying the protocols in the field on collaborative projects with USFS partners. Protocols and the data generated from their application will serve several purposes: 1) Classification of tidal wetland vegetation and habitat types, including abiotic conditions; 2) Development of spatially explicit datasets on PNW tidal wetland reference conditions and habitat distribution; 3) Effectiveness monitoring and adaptive management of restoration sites. GPC designed the protocol to provide maximum comparability with other major Pacific Northwest estuarine restoration projects such as those at South Slough National Estuarine Research Reserve, Salmon River estuary, USFWS Oregon Coast National Wildlife Refuge Complex, and the Yaquina River estuary. Project: Effectiveness monitoring at tidal wetland restoration and reference sites, Siuslaw River Estuary of Oregon

Goals: In this project, GPC is monitoring tidal wetland restoration and reference sites in the Siuslaw River Estuary under EPA's Targeted Watersheds program. Monitoring will provide data urgently needed for restoration design, adaptive management, and evaluation of restoration effectiveness in the Siuslaw and other Pacific Northwest estuaries. GPC designed the monitoring program to provide maximum comparability with other major Pacific Northwest estuarine restoration projects such as those at South Slough National Estuarine Research Reserve, Salmon River estuary, and the Yaquina River estuary. Project: Post-implementation vegetation monitoring at estuarine wetland restoration sites, Siletz and Yaquina River estuaries

Client: Confederated Tribes of Siletz Indians, Siletz, OR
In 2001, Green Point Consulting designed and implemented quantitative baseline monitoring of plant communities at estuarine restoration and reference sites in the Siletz Bay National Wildlife Refuge and the upper Yaquina River Estuary of Oregon. In 2006, GPC repeated the monitoring several years after restoration to evaluate restoration trajectory and provide input to restoration site management. As a part of this project, GPC is also providing technical liaison with organizations researching juvenile salmonid use of the sites, including South Slough National Estuarine Research Reserve, the USFWS Oregon Coast National Wildlife Refuge Complex, and others.

Project: Development of an estuary assessment module for the Oregon Watershed Assessment Manual

Client: Ocean and Coastal Management Program, Oregon Department of Land Conservation and Development, Salem, OR
Goals: GPC developed an Estuary Assessment module for the Oregon Watershed Enhancement Board's Watershed Assessment Manual, a set of protocols that are used statewide for determining watershed conditions and developing action plans for watershed resource conservation and restoration. The estuary chapter provides background on estuary characteristics and functions; a detailed methodology for assessing estuarine conditions and past alterations; a process for identifying potential restoration sites; and a method for prioritizing potential restoration and conservation activities. The method was developed by GPC in consultation with an advisory team convened by the OCMP.

Project: Tidal wetland prioritization, Nehalem, Umpqua and Smith River estuaries, Oregon

Client: USFWS Oregon Coastal Program, Newport Field Office, OR
Goals: GPC worked with the USFWS Coastal Program to develop watershed conservation tools for coastal communities. In this project, GPC identified, characterized and prioritized tidal wetland restoration and conservation opportunities in two major Oregon estuaries: the Nehalem and the Umpqua. In addition, a separate report was prepared for the estuary of the Smith River (tributary to Umpqua). GPC worked closely with the Watershed Councils in each basin to ensure the project met local needs. The study used air photo interpretation, field reconnaissance, extensive GIS data, and meetings with the Councils, landowners, resource professionals, and other knowledgeable stakeholders to interpret current site conditions, site history, hydrology, vegetation patterns, and other factors that could affect restoration potential.

Project: Ecology of freshwater wetland restoration sites, South Slough National Estuarine Research Reserve, Charleston, OR

Client: South Slough National Estuarine Research Reserve, Charleston, OR
Goals: GPC investigated the ecology of freshwater wetland restoration sites in three stream valleys within the South Slough National Estuarine Research Reserve. The research addressed key questions about the effects of human disturbances and restoration actions on wetland hydrology, soil characteristics and plant communities. Project data was collected at one undisturbed freshwater wetland site and two disturbed freshwater wetland sites -- one recently restored and one not yet restored. These three study sites provided a full Before-After-Control-Impact design to assess both human impacts to the landscape, and the effectiveness of restoration.

Project: Wetland restoration planning, Coos Watershed Association

Client: Coos Watershed Association, Charleston, OR
Goals: GPC provided technical assistance to the Coos Watershed Association for wetland restoration sites in the Coos estuary. To analyze site conditions, GPC used field and office methods including onsite investigation of plant communities and soils, air photo interpretation, and GIS analysis. We then interpreted these data using our extensive experience in Oregon's coastal wetlands, and provided recommendations to the Watershed Association to help achieve restoration success at each specific site.

Project: Ecology of riparian woody plants, Coast Range Ecoregion, Oregon

Contracting entity: Confederated Tribes of Siletz Indians, Siletz, OR
Goals: GPC conducted literature research on the synecology of native trees and shrubs found in riparian zones of Oregon Coast Range streams. Information on factors influencing native tree/shrub survival and growth was gathered, summarized and interpreted to assist CTSI in their efforts to improve riparian habitats throughout the region.

Project: Wetland restoration monitoring, Anderson Creek, South Slough National Estuarine Research Reserve

Client: South Slough National Estuarine Research Reserve, Charleston, OR
Goals: To assist SSNERR in its system-wide goal of advancing the science of coastal habitat restoration, GPC monitored plant communities and restoration plantings at the Anderson Creek site. The lower reaches of Anderson Creek were historically ditched and diverted to the sides of this small valley, reducing fish and wildlife habitat functions. SSNERR restored historic meanders and planted native wetland species throughout the valley. GPC monitored plant communities to determine success of establishment for plantings and natural revegetation; analyzed change over the monitoring period, and compared results to other GPC studies at the site.

Project: Plant community and soils analysis, Bandon Marsh National Wildlife Refuge, Oregon

Client: USFWS Coast National Wildlife Refuge Complex, Newport, OR
Goals: GPC provided tools for habitat restoration planning at the Bandon Marsh National Wildlife Refuge in the Coquille estuary. GPC designed and implemented baseline monitoring for plant communities and soil physical and chemical characteristics in summer 2003. Monitoring methods followed protocols used at other major restoration sites on the Oregon Coast (South Slough National Estuarine Research Reserve, Salmon River estuary, Yaquina River estuary). Comparable methods increase scientific understanding of estuarine functions and allow better data exchange between these important research sites and the USFWS refuges. Along with quantitative monitoring, GPC developed GIS mapping of plant communities at both the restoration site (Ni-Les'Tun Unit) and the reference site (Bandon Marsh Unit). The restoration site also is the focus of important research on cultural history and earthquake dynamics; GPC provided technical liaison with these researchers to leverage study results and assist USFWS with restoration planning.

Project: Plant community analysis, Dean Creek Elk Viewing Area, Coos Bay District BLM

Client: Bureau of Land Management, Coos Bay District, North Bend, OR
Goals: The Dean Creek Elk Viewing Area is a popular location for viewing Roosevelt Elk. Plant communities at the site are dynamic and are affected by past human manipulation of the site (diking, tide gates) and recent and historic animal activity. Some vegetation changes may be detrimental to elk grazing. For example, the site is becoming wetter, and one result is increasing cover of undesirable plant species such as reed canarygrass (Phalaris arundinacea ) and tussock or soft rush (Juncus effusus ). GPC provided technical assistance to BLM in interpreting the plant community changes and managing plant communities for sustainability and future grazing quality. Products included plant community descriptions, determination of appropriate reference site(s), and management/monitoring recommendations.

Project: Tidal marsh plant ID training, EPA EMAP Program

Client: U.S. Environmental Protection Agency, Coastal Ecology Branch, Newport, OR
Goals: GPC provided plant identification training to field crews of EPA's Western Coastal EMAP (Environmental Monitoring and Assessment) Program. Training covers vascular plant species of the low to mid-tidal marsh of Oregon, Washington, and Northern California. Training includes a 1/2 day classroom and laboratory session and a 1/2 day field session. GPC provided illustrated class handouts with identification tips, recommended taxonomic references and field guides, and lecture format review of marsh geomorphology, physical characteristics, and unique plant community characteristics. Species identification tips are based on GPC's extensive field experience and include many plant characteristics which are not described in available literature but are vital for identifying tidal marsh plants, particularly during periods of vegetative growth.

Project: Plant community analysis and mapping, Neskowin Marsh, Oregon

Client: USFWS Oregon Coast National Wildlife Refuge Complex, Newport, OR
Goals: GPC analyzed and mapped plant communities at the Neskowin Marsh Unit, Nestucca Bay National Wildlife Refuge . Neskowin marsh is a unique and diverse freshwater wetland containing a wide diversity of native plant and animal species, including rare sphagnum bog and spruce swamp communities. Products included a fully attributed GIS layer of plant communities; a GIS layer of locations of rare plant species and invasive exotic species of concern; quantitative plant community descriptions based on relevé plots; and a complete vascular plant species list. These products provided useful tools to USFWS for future management of the refuge unit.

Project: Estuarine / freshwater wetlands site prioritization, Elk and Sixes River Basins, Oregon South Coast

Client: Oregon Trout, Portland, OR
Green Point Consulting provided technical assistance to Oregon Trout for estuarine and freshwater wetland site prioritization in the lower mainstem Elk and Sixes River Basins on the South Coast of Oregon. GPC's prioritization used onsite field work, personal contacts with local landowners, and a variety of GIS and traditional map resources such as historic and current aerial photographs, survey records, soils and geomorphology data, watershed assessments, data on salmonid habitat requirements, historic run data, and parcel maps. Our primary goal was to assist Oregon Trout in their efforts to protect and restore native wild fish and the ecosystems that sustain them. Wetland protection and restoration are an integral part of salmonid habitat restoration. In-stream restoration must be accompanied by restoration of the freshwater wetland ecosystems that provide hydrologic stability, nutrients and food chain support for the aquatic environment. Freshwater wetland restoration can also assist in functional recovery of off-channel and backwater habitats that are heavily used by rearing salmonids. Estuarine wetlands provide a range of vital functions for salmonids including osmotic transition zones, exceptionally rich foraging environments, and shelter from high flows and predators.

Project: Plant community monitoring at estuarine wetland restoration sites, Siletz and Nestucca River estuaries

Client: USFWS Oregon Coast National Wildlife Refuge Complex, Newport, OR
Green Point Consulting designed and implemented a quantitative monitoring program for vegetation communities at estuarine restoration sites in the Siletz Bay and Nestucca Bay National Wildlife Refuges in Oregon. Baseline monitoring was conducted at diked tidal marshes and nearby reference sites to allow initial comparisons and determination of change over time. This project provides USFWS with tools to assist in restoration design, restoration planning, implementation, evaluation of project success, and adaptive management. The monitoring protocol is modeled after methods used at other major restoration sites on the Oregon Coast (South Slough National Estuarine Research Reserve, Salmon River estuary, Yaquina River estuary). Comparable methods will increase scientific understanding of estuarine functions and allow better data exchange between these important research sites and the USFWS refuges. Along with quantitative monitoring, GPC developed detailed GIS mapping of plant communities at both the restoration sites and the reference sites. GPC also provided technical liaison with research on tidal circulation, sediment dynamics, and juvenile salmonid abundance and distribution being conducted in these estuaries by the University of Washington's Wetland Ecosystems Team, the Confederated Tribes of Siletz Indians, and others.

Project: Restoration of estuarine wetlands in the Yaquina River estuary of Oregon

Contracting entity: MidCoast Watersheds Council, Newport, OR
Goals: In this project, Green Point Consulting designed and supervised implementation of restoration at two diked tidal marsh sites, totaling about 90 A, in the Yaquina River estuary (Oregon). The goal is to restore wetland functions, including salmonid habitat. GPC worked with historic aerial photos and data from nearby undisturbed reference sites to develop a restoration design. GPC developed and implemented a quantitative monitoring plan for evaluation of project success, including monitoring of emergent vegetation, macroinvertebrates, tidal channel morphology, water quality, and water temperature. Monitoring work is designed to be comparable to similar work being done at South Slough National Estuarine Research Reserve and in the Salmon River estuary. Salmonid biology at the sites continues to be studied by ODFW and the Confederated Tribes of Siletz Indians' biology program. GPC provided liaison between cooperating groups, including landowners (Simpson Timber Company, Georgia-Pacific West DBA The Timber Company, and The Wetlands Conservancy), state and federal agencies (ODFW, USFWS, US EPA) and researchers.

Project: Detailed plant community mapping for the Siletz River estuary, Oregon

Contracting entity: Confederated Tribes of Siletz Indians, Siletz, OR
Goals: GPC mapped plant communities within tidal wetlands and formerly tidal wetlands in the estuary of the Siletz River (Oregon). The Siletz estuary plant community map is designed to assist in long-term monitoring efforts in the estuary. For example, the maps can be used to stratify the estuary environment for quantitative sampling of macroinvertebrates and salmonids, and to provide background and baseline data for future quantitative studies of vegetation change over time. The size threshold for individually mapped communities is about 2 ha, providing highly detailed information for tracking change over time. Emergent wetland communities were mapped, including salt marsh, brackish marsh, freshwater tidal marsh, and spruce swamp as well as diked formerly tidal marshes that are currently freshwater wetlands. A combination of historic and recent aerial photos and field work was used to develop the plant community map. The map was placed into GIS for use with and comparison to other data sources.

Project: GIS Workshops for watershed councils: "Watershed assessments: The Next Step"

Goals: GIS (Geographic Information Systems) provide a powerful tool for resource management. Yet, many watershed council members need help to understand how to ask (and answer) specific questions about their watersheds using GIS. This OWEB funded project allowed us to conduct workshops for watershed councils in Oregon to help the councils use their GIS (Geographic Information Systems) data more effectively. We used a hands-on approach with teams of council members working at PC workstations equipped with ArcView software and GIS datasets. Workshops focused on the logical next step after completion of a watershed assessment: namely, using GIS data to select project sites for watershed restoration and monitoring. We also helped the councils develop strategies for incorporating new data (e.g., monitoring data) into their GIS for more effective use as a decision support tool.

Project: Prioritization of riparian habitats in the Tillamook lowlands, Oregon

Goals: GPC developed and applied a set of protocols for prioritizing riparian sites for restoration and protection in the Tillamook Lowlands (lower reaches and estuaries of the Wilson, Trask and Tillamook Rivers). Because priorities must reflect goals and existing conditions, the GPC protocol provided separate prioritization protocols for protection versus restoration, and estuarine versus freshwater environments, but priorities could be compared across these different goals and systems to provide the "big picture" for site selection for protection and restoration..

Project: MidCoast Watersheds 6th Field Watersheds Assessment

Goals: Working with the MidCoast Watersheds Council (MCWC), we conducted a GIS-based assessment of watershed conditions and functions using OWEB Watershed Assessment Manual methods. This assessment provided a unique perspective on a large area of the Oregon coast. Our principal goal was to prioritize sixth field watersheds for future watershed management actions, and to provide action and monitoring recommendations for those sixth field watersheds. The study area included the following coastal watersheds: Salmon, Siletz, Yaquina, Alsea, Yachats and Ocean Tributaries. As outlined in the OWEB manual, we evaluated many factors affecting salmonid habitat such as channel confinement and gradient, lithology, land use zoning, salmonid distribution, in-stream conditions, water availability, and sediment sources (e.g., erodible soils, landslide risk, road density). In addition, moving beyond the assessment of single factors, we worked closely with MCWC to develop a series of multi-factor queries that addressed complex issues such as coho overwintering habitat, potential flood plain restoration sites, and potential large woody debris placement areas.

Project: Rock Creek (Siletz, OR) Watershed Assessment

Goals: In this watershed assessment, we used GIS and other data to conduct an assessment of watershed condition and functions using the OWEB Watershed Assessment Manual and other queries developed by local watershed group. The Rock Creek watershed is located in the upper Oregon Coast Range and drains to the Siletz River at Logsden, Oregon.

Project: Estuarine Wetland Restoration Assessment and Prioritization, Yaquina and Alsea River estuaries, OR
